Question:  Shall Bellingham's drinking water reservoir protection be upgraded to match other first class Cities of Washington State?  Cities such as Seattle, Everett, Olympia, or Tacoma?

Proposal :
An Ordinance to be reviewed, improved and passed by the Bellingham City Council
.

1.  A new WaterShed Protection department shall be created.  Nationwide manager search commenced to select new manager by Mayor, approved by City Council..
 

2.  The City of Bellingham shall take the leadership role in protection of Lake Whatcom Reservoir.
 

3. The City of Bellingham SHALL immediately adopt and enforce ALL of the most protective Best Management Practices as documented and used by Seattle, Tacoma, Olympia, Everett.  New regulations shall be enforced by the City of Bellingham, reservoir wide.

4. The City shall enact ban on Fracking within watershed reservoir.  Enact via a combination of condemnation of mineral rights and require suitable bonding.  A Public Health emergency shall be declared if Any oil, or natural gas drilling or fracking is commenced.

5. City shall adopt and enforce Best Management Practice's within 6 months after passage of this ordinance.

6.  Any City employee unable to enforce comply or acting to block enactment or enforcement shall be immediately removed from their jobs with cause.

7.  Equal Funding.  City of Bellingham shall enact funding via taxes on beverages to equal amount spent on WaterFront related projects, clean up, engineering, and infrastructure.

8.  City shall require polluter pay.  First fix the problem, then assign costs to polluters.
